刘福来,男,东北大学计算机软件与理论专业工学博士学位,东北大学教授,博士生导师,教育部新世纪人才,河北省三三三人才工程第二层次人才,河北省优秀教师,国家火炬计划专家,秦皇岛市市管优秀专家,中国民主同盟秦皇岛市委员会副主委,中国民主同盟河北省委员会委员。现任教于通信工程系通信工程专业,同时任学校计算中心主任,学院科研团队认知无线电与频谱大数据处理实验室电磁环境认知与控制利用实验室“GNSS抗干扰技术实验室负责人(面向研究生,对优秀本科生开放)

目前主要从事认知无线电及频谱大数据处理、电磁环境认知与控制利用、GNSS抗干扰技术、毫米波通信系统关键技术、压缩感知理论及应用等方向的科研和人才培养工作。主持河北省自然科学基金面上项目(F2020-0000002020)、国家自然科学基金面上项目(619711172019)、中央高校基本科研业务费重点科技创新基金(N1723020022018)、河北省自然科学基金面上项目(F20165011392016)、中央高校基本科研业务费探索导向重点项目(N1423020012015)、河北省高校百名优秀创新人才支持计划(BR2-2592013)、高等学校博士学科点专项科研基金-博导类(201300421100032013)、教育部新世纪优秀人才支持计划(NCET-13-01052013)、中央高校基本科研业务费国家项目培育种子基金(N1204230022013)、辽宁省自然科学基金(201020642011)、中国博士后基金(201004713692011)、国家自然科学基金项目青年科学基金项目 609040352010)等项目的研究工作,同时主持基于深度学习的自适应宽带波束形成方法研究(2022“GNSS复杂干扰环境下的抗干扰技术研究(2018等多项横向课题。荣获2020年第八届河北省高等教育教学成果二等奖(第一获奖人,发证机关:河北省人民政府、河北省教育厅1项。
