刘福来,男,东北大学计算机软件与理论专业工学博士学位,东北大学教授,博士生导师,教育部新世纪人才,河北省“三三三人才工程”第二层次人才,河北省优秀教师,国家火炬计划专家,秦皇岛市市管优秀专家,中国民主同盟秦皇岛市委员会副主委,中国民主同盟河北省委员会委员。现任教于通信工程系通信工程专业,同时任学校计算中心主任,学院科研团队“认知无线电与频谱大数据处理实验室”、“电磁环境认知与控制利用实验室”和“GNSS抗干扰技术实验室”负责人(面向研究生,对优秀本科生开放)。
目前主要从事认知无线电及频谱大数据处理、电磁环境认知与控制利用、GNSS抗干扰技术、毫米波通信系统关键技术、压缩感知理论及应用等方向的科研和人才培养工作。主持河北省自然科学基金面上项目(F2020-000000,2020)、国家自然科学基金面上项目(61971117,2019)、中央高校基本科研业务费重点科技创新基金(N172302002,2018)、河北省自然科学基金面上项目(F2016501139,2016)、中央高校基本科研业务费探索导向重点项目(N142302001,2015)、河北省高校百名优秀创新人才支持计划(BR2-259,2013)、高等学校博士学科点专项科研基金-博导类(20130042110003,2013)、教育部新世纪优秀人才支持计划(NCET-13-0105,2013)、中央高校基本科研业务费国家项目培育种子基金(N120423002,2013)、辽宁省自然科学基金(20102064,2011)、中国博士后基金(20100471369,2011)、国家自然科学基金项目青年科学基金项目 (60904035,2010)等项目的研究工作,同时主持“基于深度学习的自适应宽带波束形成方法研究(2022)”、“GNSS复杂干扰环境下的抗干扰技术研究(2018)”等多项横向课题。荣获2020年第八届河北省高等教育教学成果二等奖(第一获奖人,发证机关:河北省人民政府、河北省教育厅)1项。
